AI sprawl is the uncoordinated proliferation of agents across an enterprise: deployments accumulating faster than the organization’s ability to inventory, connect, and govern them.
The word uncoordinated is the key concept in this definition. Sprawl is not about having many agents. Enterprises should have many agents.
It is about having agents whose relationships to each other, to enterprise policy, and to a common architecture were never designed, because each arrived at different times and through different entry points.
A disambiguation matters, because sprawl is frequently conflated with shadow AI. Shadow AI is unsanctioned tooling: AI deployed outside official channels. Sprawl includes shadow deployments but is broader and, in a sense, more troubling: an enterprise can sprawl entirely through sanctioned agents, each individually approved, funded, and successful, and still end up with a population nobody can enumerate or coordinate. Fixing the approval process does not fix sprawl. Approval was never the missing ingredient. Coordination was.
What Are the Stages of Sprawl?
Sprawl follows a recognizable arc:
- Proliferation comes first: cheap, democratized agent building means every function can deploy, and does.
- Duplication follows: functions independently build agents making overlapping judgments in different ways, invisible to each other.
- Collision comes third: agents begin touching the same customers, records, and resources, and their undesigned interactions start producing friction.
- Incident arrives last: and it is usually the first time leadership sees the whole picture, because the incident review is the first exercise that ever tried to draw one.
The stages matter because each is cheaper to address than the next, and most enterprises engage at exactly the stage where the options are worst.
Sprawl is not caused by bad governance. It is caused by success, moving faster than coordination.
Why Does Success Drive Sprawl?
Sprawl is not a symptom of failure or lack of discipline. It is the failure mode of winning.
Every sprawl story I have encountered begins with agents that worked. Working agents generate imitation, budget, and enthusiasm; enthusiasm removes the friction that would have slowed proliferation; and the better the agents perform, the faster the population outruns coordination.
Enterprises whose pilots fail never sprawl. This is why moralizing about discipline misses the mechanism.
The organizations sprawling fastest right now are the most capable adopters, not the least, and telling them to slow down is both futile and wrong. The answer is not less success. It is coordination infrastructure that scales with it.
What Does Sprawl Look Like in Practice?
Consider a large public university system, an environment practically engineered for sprawl: dozens of schools and administrative units, devolved budgets, and real autonomy.
Within two years, agents had appeared in admissions triage, financial aid document processing, registrar scheduling, advising chat, and facilities work orders, each unit justifiably proud of its deployment.
The collision stage arrived through students, who received conflicting guidance from advising and financial aid agents working from different term calendars. The incident review discovered the true population was roughly double what the CIO’s office believed.
Nothing in that story involves misconduct. Every agent was sanctioned. The system had simply succeeded its way into sprawl, one reasonable deployment at a time, which is exactly how it happens everywhere else, and why the arc is worth naming before enthusiasm leads to sprawl.
